The Penguins are headed towards a rebuild or a retool, and to make it happen successfully, five players and staff they need to move on from have been identified.

The Pittsburgh Penguins roster is in a tricky spot, as the team have some players that are capable of helping a team compete (Sidney Crosby, Bryan Rust, Ricard Rakell, Evgeni Malkin), but beyond that, this isn't a team that looks Stanley Cup Playoffs ready.
After missing the Stanley Cup Playoffs for three straight years, the organization unfortunately don't have many young players ready to make a splash at the NHL level, and that could clearly be a problem moving forward for them.
Heading into the off-season, it's clear that the Penguins need to get younger, and with the most draft capital in the first round over the next three years in the NHL, it's easy to see why they're optimistic they can get that done.
Now, beyond that, the people listed are Kyle Dubas, the entire front office made up by Fenway Group, who many believe are in denial about this team's future, as well as veteran defensemen Kris Letang, Erik Karlsson and Penguins goalie Tristan Jarry, the latter of whom is likely to be moved this summer.
At this point in time, there shouldn't be any doubts about the direction needed in Pittsburgh, as this is a team lacking a deep prospect pool, with very few NHL ready players knocking on the door, but if they play this summer right, they could change all of that.
Ultimately, it's unlikely that all of these people will be moved on by the organization, with Karlsson and Jarry/Nedeljkovic the most likely of all, but with their stars getting older and no one to replace them, it appears a rebuild/retool will come either way.
