NHL Commissioner Gary Bettman has confirmed that the Penguins hold a minimum of 10 draft picks this year, with the possibility of getting an 11th from the Rangers.

The entire order for the 2025 Draft was made public Monday by the NHL, just days before the event. Round 1 begins Friday at 7 p.m. ET, with Rounds 2-7 to follow Saturday at noon ET.
The Penguins have 10 picks to start the weekend, and maybe 11. That is up to the New York Rangers and whether they trade away the No. 12 overall selection. If they don't, Pittsburgh will inherit New York's first-round pick in 2026 instead.

Kyle Dubas is attempting to move up in the draft

Meanwhile, Penguins GM Kyle Dubas might be looking for a jump up from the No. 11 spot. NHL insider Jeff Marek previously stated this month that Dubas has been working hard on his phones and trying to come to an agreement.
Before the Penguins even make their first pick, the draft order could look much different.
This year's draft is a decentralized affair in which Dubas will be placing his calls in Pittsburgh, and the NHL has invited the top 50 prospects to an in-person event in Los Angeles.
